VA defends plan to cut thousands of dollars from elderly vets' benefits
WASHINGTON — Veterans Affairs officials on Wednesday defended plans to strip tens of thousands of dollars in unemployment benefits from elderly veterans as responsible reforms to the department’s growing budget, but opponents promised to fight the idea.
Included in President Donald Trump’s $186.5 billion VA budget for fiscal 2018 — a nearly 6 percent boost in discretionary spending from this year — are plans to dramatically cut the department's Individual Unemployability program.

Women Veterans Have Higher Prevalence of Arthritis than Male Colleagues
DURHAM, NC – While the commitment to physical fitness demanded of active duty forces can keep many ailments at bay, the rigors of service also bring an increased risk of arthritis and other rheumatic diseases, especially for young women entering (and exiting) the military.
As the major rheumatic diseases disproportionately affect women, the increasing number of women in uniform means military rheumatologists are likely to see many more patients and primary care providers will need to screen for those diseases more aggressively.

House passes VA appeals bill and 5 other veterans measures
The House unanimously passed legislation Tuesday aiming to shorten the amount of time veterans wait for earned benefits, a process that takes an average of six years when a veteran is forced to appeal a claim with the Board of Veterans' Appeals.

If you were like most service members leaving the military you were as happy and as giddy as a 7-year-old child the night before Christmas morning. You walked taller, you smiled more, and you probably even bragged a bit to everyone in your unit that it was time for you to ETS and your were going to receive the greatest gift of all – your DD214 (or was that just me?!?). After all, you had big dreams like going back to school, getting a real cool (high paying) civilian job, and of course, spending more time with your family. And maybe you were fortunate enough to do all of that, but ever since you got out, even more so now, you might feel like you miss the military and you WISH you were as happy as you were while you were in the service.
Your memory of that time (even if it was tough as hell) is that you felt better, you looked better, and some of you may have even done better financially and emotionally. GAO: Thousands discharged for military misconduct had mental health diagnosis
The top government watchdog said Tuesday that nearly a quarter of U.S. troops discharged for misconduct were given other-than-honorable discharges despite previously being diagnosed with a mental health condition.
The Government Accountability Office (GAO) in its report faulted branches of the Department of Defense (DOD) for having policies inconsistent with — or poor enforcement of — official Pentagon rules for post-traumatic stress disorder (PTSD), traumatic brain injury (TBI) or sexual trauma.

Marine Corps takes new step to separate troops caught sexually harassing others
The Marine Corps took a new step Tuesday to stop sexual harassment in the service, requiring commanders to submit anyone involved in a substantiated case to be reviewed for possible separation from the service the first time they are caught.
The move was disclosed in an administrative message, and revises the Marine Corps Separation and Retirement Manual. It specifically applies to cases in which a Marine distributes intimate photographs of someone else without their consent, as well as harassment in which a Marine offers to influence someone’s career in exchange for sexual favors or initiates unwanted physical contact of a sexual nature.

Dr. Carl Castro, Associate Professor and Director, USC Center for Innovation and Research on Veterans and Military Families, points out that sexual assault is seen equally in our civilian society and in society world-wide. Still, the estimated percentage of females who experience sexual assault in the military (MST) can be safely said to be about 25%. That’s one in four. Staggering. Former soldier who was recorded fatally shooting service dog is found dead
FAYETTEVILLE, N.C. — North Carolina police say they're investigating the possible suicide of an Army veteran charged with shooting her service dog as she laughed.
Fayetteville Police Lt. Todd Joyce said Sunday investigators believe that 23-year-old Marinna Rollins killed herself. Joyce declined to explain what evidence detectives found. He says police were called to her apartment early Sunday after her body was found by friends.

The scariest part of Emily Vorland’s relatively uneventful 2009 deployment to Iraq was that the enemy wore Army green, just like she did. When a higher-ranking male officer sexually harassed her, her commander told Vorland to file a formal complaint. So she did. Lieutenant Vorland was grateful when higher-ups ordered her alleged abuser to stop contacting her. But as the investigation continued, Vorland says the Army seemed to shift its focus to her.

Appellate Court Rules Veterans Can Pursue Class Actions Over VA Delays
On April 26, 2017, the Federal Circuit ruled that veterans seeking to challenge delays at the VA may aggregate their claims and file a class action. The ruling in Monk v. Shulkin overturns decades of precedent at the U.S. Court of Appeals for Veterans Claims (CAVC) which denied individual veterans the ability to proceed on behalf of others facing similar challenges to obtaining their benefits.
The case is being handled by the Veterans Legal Services Clinic at Yale Law School, which represents the plaintiff Conley Monk.

An annual worst-jobs report has ranked enlisted service member as the fourth-worst occupation in the country — a step down from last year.
CareerCast put enlisted troops ahead of only newspaper reporters, broadcasters and loggers in its 2017 list, which factors in salary, hours, stress, work environment and multiple other data sets.

Two Americans killed, one wounded fighting ISIS in Afghanistan
WASHINGTON — Two American troops were killed and a third was wounded while battling Islamic State loyalists overnight in eastern Afghanistan, U.S. officials said Thursday, marking the latest in a series of violent developments as the Trump administration contemplates whether to escalate the 15-year war.
The troops' identities were not immediately disclosed, pending family notifications. The wounded service member did not require medical evacuation, a U.S. military spokesman in Kabul, Navy Capt. William Salvin, told Military Times. He characterized the injury as a minor wound though it's unclear whether the service member has returned to duty. Year to date, three Americans have been killed in action in Afghanistan. At least 21 others have been wounded by the relentless violence there.

VA limiting new hiring as it aims to widen private care
WASHINGTON — Despite the lifting of a federal hiring freeze, the Department of Veterans Affairs is leaving thousands of positions unfilled, citing the need for a leaner VA as it develops a longer-term plan to allow more veterans to seek medical care in the private sector.
The order by VA Secretary David Shulkin is described in an internal April 14 memorandum obtained by The Associated Press. The VA indicated it would proceed with filling open positions previously exempted under the hiring freeze. Noting that the White House had ordered all departments to be leaner and "more accountable," the VA indicated that more than 4,000 jobs would still be left vacant unless they were specially approved "position by position" by top VA leadership as addressing an "absolute critical need."

Nearly 400 military bases must be tested for drinking-water contamination
Contamination from former or current military installations has ignited a nationwide review of water on or around bases that used a firefighting foam containing toxic chemicals.

Posting nude pictures of service members without consent is now, for all intents and purposes, a crime in the Navy and Marine Corps — a response to the nude photo-sharing scandal that surfaced when a reporter outed a private Facebook group of Marines and sailors that was used at times to swap nudes.
An interim revision to Navy regulations prohibits Navy and Marine Corps personnel from posting intimate photos “if the person making the distribution or broadcast does so without legal justification or excuse,” the regulation reads.

Yale Law School Files Class Action On Behalf Of US Army Veterans, Tens Of Thousands Of Them
Yale Law School is representing thousands of US Army veterans of the Iraq and Afghanistan wars in a class action lawsuit against Secretary of the US Army.
The lawsuit names the present Secretary of the Army concerning less-than-honorable discharges unlawfully given to soldiers suffering from post-traumatic stress disorder (PTSD). The lower discharges were intended to force mentally ill soldiers out of the military without the retirement, benefits and care to which they were entitled.

Lawmakers, advocates: Veterans Crisis Line is better, but not fixed
WASHINGTON — The Veterans Crisis Line is showing signs of improvement, but its leaders shouldn’t be so quick to say its longstanding problems are completely fixed, some lawmakers, internal watchdogs and veterans organizations said Tuesday.
The House Committee on Veterans’ Affairs held a hearing to discuss problems with the suicide hotline, following a scathing report released March 20 by the inspector general for the Department of Veterans Affairs. The report concluded about 30 percent of calls to the hotline at the end of 2016 were rolled over to backup centers. The VA does not operate the backup centers and calls there are sometimes placed in a queue.

Advocates see more work ahead for integrating women in combat, military roles
WASHINGTON — Former Marine Corps Capt. Greg Jacob says when women entered his company, everyone’s training scores went up.
“The men didn’t want to get beat by the women,” he said. “So they started lifting more weights, pushing harder. The entire standard of the unit was raised.”
That’s why Jacob, a longtime advocate of integrating women into military combat posts, is frustrated with slow progress on the issue in recent years. He thinks the issue isn’t one of political correctness and quotas, but instead one of re-examining ways to make the military stronger.

VA takes action on emergency call
The nation’s hospital system for military veterans is not yet out of trouble, as a report on Wednesday warning of danger to patients at the Washington, D.C., veterans hospital demonstrates. But the new head of the VA reacted quickly to the report, almost immediately replacing its director. And he announced that he welcomes public complaints about his department’s performance.
According to Dr. David Shulkin, recently confirmed as Secretary of Veteran Affairs, the best way to improve service at VA hospitals is to expose them to public pressure for change. To that end, he announced the creation of a new website that will eventually compare every VA hospital’s performance with that of nearby public hospitals, and also provide reports on how long it takes to get service.
